What is QCTO?

The Quality Council for Trades and Occupations (QCTO) is a statutory body established under the Skills Development Act of 1998. Its mandate is to develop and manage occupational qualifications, assessments, and quality assurance of education and training.

The QCTO oversees the Occupational Qualifications Sub-framework (OQSF), one of the three integrated sub-frameworks of the National Qualifications Framework (NQF). The OQSF aims to provide a comprehensive system for the development, accreditation, assessment, and certification of occupational qualifications to address the skills needs of the South African economy.

Functions and Responsibilities of QCTO

Collaboration with Industry:

The QCTO works closely with industry and professional bodies to develop and maintain occupational qualifications based on labour market needs.

National Artisan Moderation Body: The QCTO is responsible for this body, ensuring artisans are trained to high standards with nationally recognized qualifications.

National Learners’ Records Database:

The QCTO manages this database, ensuring accurate recording and verification of achievements for learners participating in various training programs.

Main Objectives of QCTO

Transition of Quality Assurance:

Since June 2024, the QCTO has managed quality assurance for accredited qualifications and skill programs, taking over from SETAs. The QCTO plays a crucial role in developing and implementing occupational qualifications in South Africa.

Role in Education and Training Reforms:

The QCTO is critical in aligning South Africa’s skills development system with economic needs, providing learners with high-quality occupational training to prepare them for the workforce.

Differences Between QCTO and SETA

SETAs will focus on grant funding, registration of learnerships, identifying sector-specific skills needs, promoting relevant qualifications and programs, and phasing out legacy qualifications. They will also act as Degree Qualification Profile (DQP) and Assessment Quality Partners (AQP) for occupational qualifications, responsible for developing occupational qualifications at the degree level.
